The head of the Judiciary called the Jihadi movement a necessity for transformation in the judicial system and said: “In order to bring about transformation, all parts of the organization must contribute and play a role.”

According to the Public Relations Department of the Judiciary, Ayatollah Raisi, the head of the Judiciary, in the gathering of judges and judicial staff of Kurdistan province, after listening to the statements of the representatives of the judges and judicial staff, stating that it is not enough to be satisfied with statistics and numbers, he clarified: cases In the judicial system, one case is equal to ten cases. A single number should not be enough; But the number is one of the indicators for productivity, and other indicators should be considered next to it.

Ayatollah Raeesi noted about the provision of administrative staff: one of our concerns is that currently 6 thousand people have taken the exam in 2016 and I have been continuously recruiting these people since the beginning of my arrival. Because we need manpower and this issue is our issue and their issue.

He added: We have encountered a budget problem in this field and colleagues are following the issue through the program organization.

The head of the judiciary expressed hope that all these numbers will be recruited and stated: The problem of solving the problem of manpower in Tehran and the provinces is one of the most important issues.

Referring to the report that was sent to him by the Chief Justice of the province before his trip to Kurdistan, and the inspectors and the strategic deputy, Ayatollah Raisi clarified: I have looked at these reports and the deficiencies have been transferred from city to city and unit to unit. that these deficiencies should be fixed and we are looking for it.

Emphasizing that the movement should be a jihadist movement, he added: In this province, you saw and heard the support of the Kurdistan refugees and Ansar, and those who stood by the Kurdistan and defended it against the evil, anti-revolutionary and enemies, manfully. They stood up so that today Kurdistan has the blessing of security and this issue is one of God’s blessings.

The Head of the Judiciary addressed the judges and judicial staff of Kurdistan Province and stated: The fruit of the pure blood of the martyrs, which is to put this system and revolution and fair trial and the sweet taste of justice in the people’s palate, must happen in our hands. Therefore, the problem of lack of manpower should not cause the work to remain on the ground, although this has not been the case.

He continued: You may underestimate the role of an ordinary office worker and a typist. Now the question is whether his role is small? This means that if the court issues a verdict today, twenty days later the verdict and judgment will be typed. How much does this issue delay the proceedings? Is this really a delay in proceedings or is it a delay in typing, but the people see the result that they received the verdict 20 days late, so all colleagues have a role in the implementation of justice in the country’s judicial and administrative complex and the judicial complex and organizations.

Referring to his visit to the central prison of Sanandaj before this visit, the head of the judiciary said: I went to the prison at noon and after the prayer, I visited different prison wards. The person who is in prison should be taken care of and the status of those who are subject should be clarified. Those whose situation is clear should be followed up regarding the certainty of their case.

Ayatollah Raisi emphasized on the rehabilitation of the prisoner’s personality and reminded: The rehabilitation of the prisoner’s personality is the responsibility of the judiciary according to the constitution and laws, and if this rehabilitation of a prisoner’s personality is done correctly, we will not see how many times the person has to deal with the judiciary. to have fallen Of course, rehabilitating the prisoner’s character and resocializing him is not only in the hands of the judiciary, but a part of it must be in the hands of the judicial system.

Referring to the role of the family, society and various educational organizations and the economic status of the society in resocializing the prisoner, he emphasized: In the judicial system, everyone has a role in reducing the number of cases in the judiciary. For example, see how much the cadastre plan plays a role in reducing cases.

The head of the Judiciary said: It is important to prevent land grabbers, mountain grabbers, river grabbers and looting of many public properties and to prevent encroachment on people’s and society’s rights. If it is done correctly in the field of prevention, we will not witness the occurrence of accidents and the filing of cases in the judiciary.

Ayatollah Raisi emphasized that it is the duty of all officials to take action in this area, and added: Officials should not allow people to encroach on national lands and natural resources and endanger the environment. These issues create trouble for the judiciary and become cases that the judiciary must deal with.

Ayatollah Raisi said: Just as the predecessors moved in this land with sensitivity, jihadist and revolutionary spirit and created an epic, you should also make your efforts jihadist. We owe the space in which you and I breathe today to the efforts and efforts of these loved ones.

Ayatollah Raisi continued: This presence and mujahidat is silent and without announcement in every village and barzan of mujahidat. The effort and silent struggle that the supreme leader of the revolution said is the meaning, meaning and interpretation of this silent struggle.

Ayatollah Raisi added: In 1963 and 1964, when I was on a mission in Hamadan and the mission was part of Kurdistan with me, I witnessed what was being done in this province, and our young people and Kurdish Muslim Peshmerga with all their strength What effects did the facilities create?

The Head of the Judiciary added: In order to appreciate them, we must preserve the fruit of this silent effort with all our might and not let it be disturbed and violators of the people’s rights, violators and those who insecure the atmosphere of the society find a place in the field. The judiciary and the armed forces should all try to ensure that the safe space created by the martyrs, veterans and martyrs remains for the people; Therefore, this work requires mujahidat, jihad and revolutionary work.

He continued by emphasizing the strengthening of dispute resolution councils and said: In order to resolve disputes, peace and compromise, which is rooted in our national and Islamic culture, we believe that dispute resolution councils should be strengthened. Regarding the amendment of the law, the heads of dispute resolution councils will follow this matter in cooperation with the legal assistant, and you can also submit your opinion if you have any.

The head of the judiciary clarified: the administrative status of colleagues and employees of dispute resolution councils and their legal powers will be clarified. The principle of the Dispute Resolution Council as an institution is very auspicious and we will definitely strengthen it.

He said: Dispute resolution councils should do their work with power, especially in the areas that are aimed at peace and reconciliation and reducing the number of cases brought to the judiciary. The status of its employees will also be determined by the approval of the parliament in the mentioned amendment

The Head of the Judiciary clarified: We will issue a circular that those cases that start with the complaint of the plaintiff and end with the consent of the private plaintiff will be under the jurisdiction of the dispute resolution councils, and the legislator has allowed the judge to decide the case. refer and try for peace and reconciliation.

He emphasized kindness, authority and tact as three important axes and said: Don’t we say that the judiciary is a reference and a refuge for all the components of the judiciary to treat the people with kindness and the second axis after kindness is authority.

Ayatollah Raeesi raised the question of whether authority is compatible with kindness and said: authority is not necessary, not to be patronized, not allowed to enter the room, not to allow people to sit; The judiciary must do its work with authority, and this authority does not in any way mean disrespect, rudeness and not paying attention to matters.

The head of the judiciary added: while being kind, it is important to be powerful; It means that some people feel that they have taken refuge in a kind father who is both kind and capable enough to protect them from the oppressor.

Stating that the third key point is planning, he said: One must act thoughtfully and prudently in work and affairs. Almighty God has given us thought, motivation and thinking; Therefore, weigh all the angles of the cases. 40 years have passed since the revolution and we have many experiences and reserves that we should learn from.

Emphasizing that the time of trial and error has passed, Ayatollah Raisi clarified: People say that the judiciary is now 40 years after the revolution. Trial and error was for the days when the seedling revolution was in its infancy; Now, the revolution is a strong tree and a noble tree whose effects and fruits are for the Islamic society. All people should see that work is done with authority in this collection as a reference and shelter.

The head of the judiciary added: The judge rules from the position of the law, and the ruling from the position of the law must be made with power. Absolutely no one should be allowed to break the privacy of the law and dos and don’ts. The requirement of authority is that a work and action should be done with thematics and chronology. There is no point in dealing with a case after 10 years, and action should be taken chronologically, that is, in its own time.

He went on to point out that sometimes even taking action at the wrong time is the answer to the picture, and said: Those who were in favor of dealing with a person yesterday and said to deal with this person, today they are saying, what do you do now? because the space has changed; Therefore, thematics, chronology, authority, doing the work in its own time and acting with prudence are necessary for work and success in this field.

Addressing the judges, Ayatollah Raisi said: You must pay attention to the cases in which people can be prevented from being imprisoned without incarceration and by not issuing an order leading to imprisonment. Consider prison for those who really belong in prison. Really, those who can avoid going to jail should not go to jail.

The Head of the Judiciary continued: Going to prison has effects on a person’s spirit, and as we believe that a criminal should be imprisoned, a person who should not be imprisoned should not be imprisoned.

He continued: If the judge’s diagnosis is that it can be solved with bail and surety, make sure that the person is not sent to prison.

Appreciating the efforts and efforts of the judges and judicial staff of Kurdistan Province, Ayatollah Raisi said: We hope to be proud at the door of divine justice.

Presenting a report on the performance of the judiciary of Kurdistan Province, Mutarqaf, the Chief Justice of Kurdistan Province, stated: In the cultural field, radio and television programs were prepared and the capacity of Friday imams was also used.

The Chief Justice of Kurdistan province stated: A memorandum of understanding was also concluded with some banks to examine legal solutions and to solve the problems of entrepreneurs.

Referring to the prevention of the opening of unsafe roads and the elimination of accident-prone areas, he said: the process of refining the stagnant cases and organizing the cases was accelerated.

Referring to the 15% increase in peace and reconciliation statistics, he said: continuous visits were made to all the complexes of conflict resolution councils, and inspections were made to all jurisdictions, prisons, and officers, and agents importing narcotics were dealt with in prisons.

Stating that we have 138 self-sacrificing people in the judiciary of Kurdistan province, he said: 16% of the total employees of the province are self-sacrificing.
