The head of the judiciary said: “We in the judiciary are seriously looking to organize the category of judicial experts with the cooperation of the government and the parliament, and I request you economic and production activists to submit your suggestions in this regard.”

According to the General Directorate of Public Relations of the Judiciary, Hojjatul-Islam wal-Muslimin Mohseni Ajeei said in a meeting with the industrialists, producers and entrepreneurs of South Khorasan Province: I promise that I will make the necessary efforts and measures in order to solve your problems, friends of production and industry. ; I consider those problems that are directly related to the judiciary more and more focused, and I also raise issues that are not directly related to the judiciary as the head of the judiciary with officials and officials of other powers.

The Head of the Judiciary further explained the obstacles and problems of the banks in providing facilities to the production units and said: You, the production partners and economic activists, ask us to adopt solutions to support the banks’ facilities to the production, industrial and knowledge-based units while ensuring judicial security and reimbursement. Facilitate installments, help and provide your suggestions in this regard.

The head of the judiciary added: “Unfortunately, our economy is bank-oriented, and if we eliminate the bank, it will harm many economic issues.”

The Head of the Judiciary continued by referring to the issue of determining the mandated price for production units, which was expressed in the words of some economic activists, and said: As activists of the production and economic sectors, you should present your suggestions and solutions on how the three categories of “conventional profit” , “possibility of development” and “possibility of updating equipment” for production units.

Hojjat-ul-Islam wal-Muslimin Mohseni Ajeei, referring to the problems regarding production infrastructure in South Khorasan province, said: the infrastructure in South Khorasan province is weak; What kind of assistance can you, the productive and economic activists of this province, provide to the government to provide infrastructure in areas such as water, electricity, and roads that are related to your production area? Submit your suggestions in this direction so that I can act on their plans in the meetings of the heads of forces.

The head of the judicial system emphasized: We must reduce the government’s responsibility and the government should play the role of supporter and supervisor. You, economic activists, industrialists and producers, present your suggestions in this direction and be sure that today there is a listening ear to listen to the opinions of people, elites and experts.

The head of the judiciary clarified: I do not find it pleasant to be complimented in such meetings, but I prefer to listen to clear criticisms and suggestions; If it is defined as a human being, it may get angry and go wrong; Therefore, I request you to raise your criticisms of the judiciary without stuttering, and at the same time, offer us suggestions and solutions to solve the problems.

Hojjat-ul-Islam wal-Muslimin Mohseni Ajei continued, referring to the issue of the ban on exits that was mentioned in the words of one of the economic activists, and said: the question is whether a legal petition or a complaint was filed against a person or a report against him from a supervisory or security authority was received. If it happened, a ban on his exit should be issued; You, the economic and production activists, each of you in your group, suggest mechanisms for the relevant authorities, including the judicial authority, to ensure that the person who has been sued, returns to the country after leaving the country and completing the relevant affairs; We believe that many people who have a complaint or a legal petition against them and intend to leave the country, return to the country after completing their affairs abroad.

In this context, the head of the judicial system mentioned a suggestion and said: For example, in each guild, a few trusted people can be appointed so that they can guarantee the return of their fellow guildmate (who has been sued) to the country, and thus the decision to ban the person from leaving the country. The reference should be removed or even no banning order should be issued for such a person; We believe that many people who are banned from leaving will suffer losses in terms of dignity and money.

The head of the judiciary explained: I have emphasized to the relevant judicial officials that if a person is issued a ban on leaving the country, they must inform him of this issue, so that the person does not find out that he is banned from leaving the country at the border or when leaving the country, and I believe that This issue applies to all people except for special security personnel and perpetrators and participants in terrorist acts.

He stressed: “Unfortunately, despite my repeated recommendations, there are still defects in this field, and people at the airport notice that they are not allowed to leave. This problem must be solved.”

Hojjat-ul-Islam wal-Muslimin Mohseni Ajeei, referring to the issue of blocking people’s accounts, also said: Blocking accounts in many cases causes a person to suffer losses in terms of reputation and finances. Therefore, I would like you, economic and production activists, to submit your suggestions for designing a mechanism that will reduce the blocking of people’s accounts to the minimum possible and resolve it as soon as possible and also respect the rights of the plaintiff.

Referring to the issue of summoning industrial and economic activists to the judicial authorities, the head of the judiciary said: I believe that in legal cases, the official lawyer of the summoned person must be accepted by the judicial authority. Of course, in certain cases, it may be necessary for the summoned person to appear before the judicial authority.

He continued: On the other hand, some economic production activists demand that their legal representative be accepted by the judicial authority when they are summoned instead of the official lawyer, which I must say is currently not legally possible.

Hojjat-ul-Islam wal-Muslimin Mohseni Ajeei, referring to the problems in the matter of experts and the gross disputes that exist in this field, which cause delays in the proceedings, said: We in the judiciary are seriously looking for, with the cooperation of the government and the parliament, the category of judicial experts. organize and I request you economic and productive activists to submit your suggestions in this field.

The head of the judiciary, referring to his experiences during his judgment and the gross disagreements that sometimes existed in some experts, said: “When I was judging, if I came across a gross disagreement in the expertise of a reference category, I would follow up and investigate the matter, and if In the meantime, I would have discovered a wrongdoing, and I would have filed a criminal complaint against the relevant expert.

Hojjat-ul-Islam wal-Muslimin Mohseni Ajei further identified one of the dissatisfactions with the judiciary as the issue of the delay of proceedings and said: a part of the delay of proceedings is due to us in the judiciary and the number of judges and the knowledge and expertise of our judges; But you too, in different guilds and strata, should help the judicial system to solve many problems in a codified manner; Why do you want to solve all issues by referring to the judiciary, while many issues and cases and lawsuits can be resolved through conciliation and codification.

The Head of the Judiciary went on to mention some suggestions in this regard and said: In each province, a consolidated working group can be formed with representatives of the judicial system, the governorate, manufacturers and other parties to the lawsuits, including banks, in order to resolve many issues and problems, including those related to Producers and banks should be settled through compromise.

Hojjat-ul-Islam wal-Muslimeen Mohseni Ajeei stated: A mechanism can be designed so that if a dispute between two parties of a trade union leads to a complaint or lawsuit, we will refer to the representatives and trustees of that trade union in the judicial system to work towards reconciliation.

Before the speech of the head of the Judiciary, South Khorasan Governor “Javad Zwanat” presented a report on the measures taken in this province regarding the support of production and employment and announced the first rank of South Khorasan province in revitalizing inactive production units.

In addition, the satisfaction of the lack of liquidity of the banks, the imbalance of the resources and expenses of the banks, the blocking of the bank accounts of the production units following the complaints of natural and legal persons, as well as the blocking of the special line of credit for South Khorasan province, are among the obstacles to business and increasing production in This province knows.

“Zin Ali”, the CEO of Kirtire Company, while referring to the direct employment of 1,350 people and the indirect employment of 5,000 people in this company, said: Kirtire Company produces 4,300 passenger tires throughout the year; In other words, 20% of the country’s passenger tires are produced by Kirtire.

Zain Ali also criticized the non-granting of bank loans and, as a result, the suspension of the capital projects of Kirtire Company.

Falahi, the manager of the industrial town in Birjand, also called for tax exemption for South Khorasan artisans and said: I own 25 factories and companies and I am not connected to the government. I say clearly that there is not even a single judge in our province that anyone has a complaint against; I am a national model craftsman, but I say here that you cannot do anything with empty hands; In South Khorasan province, we have a common border of 450 kilometers, but we do not have cross-border railways and roads.

One of the economic and industrial activists of South Khorasan province also said during his speech: South Khorasan province is known as the mineral honey of the country and there are rich mines of coal and copper in this province. On the other hand, South Khorasan is considered the largest producer of saffron in the world; Now the question is how much of these revenues will be spent on the development of South Khorasan province as a low-income province.

Farjami, one of the construction activists of South Khorasan province, also praised the actions of the judiciary to solve the problems of the Sajjadshahr neighborhood of Birjand and to hand over the houses located on these lands to the people.

Yousefi, one of the activists of pipe and profile production in South Khorasan province, also said that the lack of liquidity has severely hampered production in this province and said: “Unfortunately, we have not seen any important events in the knowledge-based field in the last 8 months.”

He added: “There are problems with the return of foreign currency from exports, and the motivation of us producers to export has practically disappeared.”

Farozan, one of the activists in the field of chicken and poultry production, said that 70 to 80 percent of South Khorasan province’s production in the field of chicken and poultry is offered outside the province, and said: We need tax incentives; Order price in the field of chicken and vegetables is the biggest mistake and these prices are unprofessional.

He also complained about the non-implementation of the directive on exit bans by Birjand banks.

Kermani, the CEO of Ferdous textile factory, also considered the situation of the producers of South Khorasan province as unfavorable and said: We expect the head of the judiciary to address the issue of why a judge sets 15 monitoring times for a case related to the production sector and cannot make a final decision.
