Preparation of a new local plan of Deh Vanak

The head of Tehran Municipality’s Deputy for Urban Planning and Architecture continued his speech by pointing to the local plan of Deh Vanak, and said: Deh Vanak was one of the oldest villages around Tehran, and with the expansion of the city, this beautiful village became one of Tehran’s neighborhoods. Due to the special conditions of this neighborhood, the development of a special plan and determining the area of ​​green space for it, as well as the lack of documents for some of the properties, not much construction has been done in this neighborhood for decades, in other words, this area has been frozen. The reason for Deh Vanak is now one of the dilapidated neighborhoods of Tehran that the deterioration of this neighborhood and the departure of residents from it, has caused the emergence of social harms and a kind of turmoil in this neighborhood.

Saremi continued: “The detailed plan that was prepared for Dehvanak in the past is now being reviewed due to incompatibility with the needs of residents and the impossibility of realization, and recently the Renovation Organization with the help of the Neighborhood Development Office and stakeholder participation in preparing a local plan New and development program of this neighborhood has taken action. The previous plan of Deh Vanak had been prepared and approved with extensive intervention and ownership, which in practice had greatly reduced its feasibility. The court also complained that the court had received an inquiry from the Guardian Council stating that the rights of individuals should not be violated in the plan, and therefore rejected it. This issue is currently under consideration, and in general, the preparation of a review of this plan, taking into account all aspects and aspects, is in the final stages of study.

He added: “Due to the value of Dehvanak and the importance of open space with the historical and ecological values ​​of this neighborhood, one of our approaches to mitigating the conflicts and challenges of this place is to use the Transfer of Development Rights approach.” , In fact, the transfer of the right to development as a complementary tool to encourage development in suitable areas of development and prevent further development in lands and areas of urban value.

He also pointed to the need to review the detailed plan of Tehran based on the policies announced by the Supreme Leader, the statement of the second step of the Islamic Revolution, the rules of the development plan, the document of scientific development and the policy of the mayor of Tehran, said: The comprehensive plan of Tehran has been emphasized, the detailed plan should be reviewed and revised every 5 years, but after about 10 years from the announcement of this plan, comprehensive measures have not been taken in this direction. In the third 5-year plan, this review is required to be done by the end of the third year of the program. For this purpose, a consultant has been selected to pathologize the detailed plan and prepare review instructions based on the Iranian-Islamic urban planning approach. Finally, the draft review guidelines must also be approved and communicated to the Article 5 Commission, which has not yet done so.

Saremi stated: “Considering the feedback received from the detailed plan and the extensive changes that have taken place in the city of Tehran, reviewing the detailed plan based on the Iranian-Islamic urban planning approach and paying attention to the menus of the Supreme Leader (Modzaleh Al-Aali) is necessary. God, we will complete this important task soon by forming a special working group in the Deputy of Urban Planning and Architecture.

He also mentioned the most important drawbacks of the current detailed plan as the issue of zoning, unfulfilled tasks, deviation from the plan, and so on.

The head of Tehran Municipality’s Deputy for Urban Planning and Architecture emphasized: Of course, reviewing the detailed plan of Tehran does not necessarily mean re-preparing the detailed plan, but in continuing the process of making detailed plan amendments; Review of various sections, including: monitoring of the detailed plan in terms of changes in zoning and uses of the plan, review of rules and regulations (similar to what was mentioned regarding the amendment of parking rules and regulations) and also doing the remaining tasks, preparing local and thematic plans According to the need (as the third level of development documents), etc., are among the measures that will be taken to amend the detailed plan.
