UN application for US work permit for diplomats from different countries



“We encourage the host country to allow credible diplomats to continue their work,” Farhan Haq told Russia’s Tass news agency, according to IRNA.

Russian Foreign Ministry spokeswoman Maria Zakharova said on Friday that the United States was violating its obligations under the 1947 UN Security Council agreement and was disrupting the work of delegations from several countries to the United Nations.
He called on UN Secretary-General Antonio Guterres to take immediate practical steps to address the issue and make a formal judgment against the United States.
Earlier, Russian envoy to the United Nations Sergei Leonidchenko told a meeting of the UN General Assembly Committee on Relations with the Host State that Russian diplomats at the United Nations were having difficulty obtaining US visas.
The Russian envoy called on the UN Secretary-General to use a special arbitration mechanism to resolve the issue.
According to the report, the annual meeting of the UN General Assembly, based in New York, is sometimes accompanied by US restrictions on the diplomatic missions and media of some countries opposed to US policies. In the past few years, Washington has abused its hosting to disrupt foreign delegations’ visits to UN headquarters, particularly in relation to Iran.
Last September, the Permanent Representatives of Iran, Russia, Syria, Cuba, Venezuela and Nicaragua wrote a joint letter to the UN Secretary-General protesting the US violation of the 1947 UN Charter and requesting that it be referred to arbitration.
In particular, the letter states that the host country (USA) still does not issue visas for our delegates to attend UN events or to work at permanent embassies. In addition, due to the special experience of a delegation, after receiving a visa, delegates have to travel to a third country to receive their visa, but due to delays in the visa process, they have to travel 10 to 14 days in this country. Under the 1947 United Nations Headquarters Agreement with the United States Government, the Secretary-General has the authority to refer disputes in the interpretation and implementation of this agreement between the Organization and the host State to Article 21 of this Convention (arbitration) for settlement.
