He stated: As reported by the inspection organization, a significant number of people, referring to the announcement of the arrival of livestock inputs to the port and its registration in the market system, made a deposit to purchase goods and clearance and received them within one to several weeks later. While basically no inputs had entered the country and finally no goods reached the hands of the people.
Referring to the payment of money by the people and customers for the purchase of 500,000 tons of livestock inputs, while this shipment had not entered the country, the judge said: One of the obvious violations in the import process of this shipment was that before the goods in question were imported The port has been asked to obtain the number of the cottage, and following this issue, the cottage was registered in the market system and was exposed to the customers, and people started buying goods after seeing the cottage in the system.
Hojjat-ul-Islam Wal-Muslimin Mohseni Ajeei, referring to the letter written by some officials of the Ministry of Jihad Agriculture with the Central Bank regarding the import of this cargo, said: In a letter, the Central Bank was asked to transfer the dollars for the imported goods to the private company, while Basically, no goods had entered the country.
The head of the Judiciary stated that the transfer of 49% of the shares of the mentioned private company to the rural cooperative organization was among other violations committed during the recent importation of livestock inputs.
The head of the judiciary asked the inspection organization to urgently and seriously follow up on the issue of violations committed in the field of import of livestock inputs, and in this context, he clarified: that an organization that is in charge of importing goods into the country has officially committed several violations. The head of the judicial system pointed out: such cases become the basis for subsequent and numerous corruptions and the creation of multi-plaintiff cases, and it creates many troubles and problems for both the people and the judicial system.
In this context, Khodayian, the head of the National Inspection Organization, referring to the complaints of a number of farmers and unions regarding the purchase of livestock inputs from the market system and not receiving these inputs so far, stated: As a result of the inspection organization’s follow-ups, it was found that the rural cooperative organization On April 10, 1401, he entered into a contract with a private company under the title of brokerage agreement, and according to this contract, the said company is committed to supply 13 million and 700 thousand tons of livestock inputs, including wheat, barley, oil, etc. .
He added: While about 40 days have passed since the delivery of livestock inputs to the country by this company, these inputs have not yet been provided.
The head of the inspection organization added: the construction of a fake cottage while the shipment of livestock inputs had not yet entered the port and then the registration of the cottage in the market system caused 800 thousand tons of livestock inputs to be provided to the people, farmers and unions in the system, and the people also without The inputs have entered the country, after observing the registration of cottages in the market system, they bought 500 thousand tons of these inputs with the amount of 1,100 billion tomans and deposited this amount into the account of the mentioned private company.
Khodaian continued: According to the preliminary proceedings of the inspection organization, it has been determined that the creation of fake cottages and the placement of cottages in the market system and the supply of inputs to customers, farmers and unions while no inputs have entered the country, including the violations that occurred regarding the import of these livestock inputs have been.
He stated that in the agreement between the rural cooperative organization and the mentioned private company, it was stipulated that 50% of the profit from this import belongs to the company, and he said: This was despite the fact that the company could buy livestock inputs at that time with 4 thousand 200 tomans of preferential currency should be imported into the country, and now that there is no more preferential currency, these inputs should be bought at 4 to 5 times the price and given to the people.
The head of the inspection organization added: On the other hand, some of the officials of the Agricultural Jihad had written a letter to the central bank demanding that 735 million dollars be given to the mentioned company, and in this letter they had stated that livestock inputs entered the country, while there were no inputs at all. had not entered the country.
Khodaian continued: After it became clear that the mentioned private company does not have the ability to import this shipment of livestock inputs into the country, 49% of this company was transferred to the rural cooperative organization, while according to the law, government departments cannot accept a donation and the consequences of this The transfer is that if the company cannot fulfill its obligations in the field of importing livestock inputs, at least 50% of this damage must be compensated by the government.
The head of the inspection organization pointed out that the rural cooperative organization did not obtain a valid guarantee from this company and said: The rural cooperative organization had provided the company with the amount of 424 billion tomans before preparing the pre-invoice.
Khodayian also mentioned: The people involved in this company in the previous government also planned to import about 4 thousand tons of inputs into the country under the name of another company, but they did not fulfill their obligations.
