But Qalibaf’s remarks did not solve the problem, as lawmakers continued to push for proposals to add education staff to the bill.

Proposals contrary to Article 75 of the Constitution

Amid numerous proposals from lawmakers to add other groups to the ranking bill, Hossein Ali Haji Deligani, a member of the parliament’s presidium, declared: “Many of these proposals are contrary to Article 75 of the constitution.”

Reacting to the remark, Parliament Speaker Mohammad Baqer Qalibaf said, “Proposals cannot be made if they are unconstitutional. If the deputies want to add another group to the bill, it is not possible. The purpose of the bill is only to rank teachers.”

But Ahmad Amirabadi, a representative of Qom, as one of the proponents of the ranking bill, said in a reminder to the board that they could not allow the deputies to make proposals under the pretext of contradicting Article 75 of the Constitution. “The chairman of the meeting is obliged to consider the observance of Article 75 in accepting the plan, proposals and amendments,” Qalibaf said in response to the remarks.

Government MPs address parliament: Do not increase the financial burden of the bill

The first agenda of the session of the Islamic Consultative Assembly on Sunday (November 30) was to review the teacher ranking bill, but in private and in the presence of the heads of the program and budget organizations and administrative and employment affairs.

According to Alireza Beigi, a representative of the people of Tabriz in the parliament, “Government representatives in a closed session of the parliament criticized the changes in the teacher ranking bill by the Education Commission and announced that the government can implement this bill with only a financial burden of 25,000 billion.” “Parliament should not increase the financial burden of implementing this bill.”

On the other hand, Seyed Mohammad Hosseini, Parliamentary Vice President, in an interview with the Majles News Agency, asked the deputies not to turn the ranking bill into a new one. “Although the bill was introduced by the previous government, the 13th government fully supports the teacher ranking system. Our only expectation from MPs is that this bill will not become a new bill,” he stressed.

The parliamentary vice-president considered the bill approved only by the government if the credit limit is met. “We expect the bill to be passed within the same ceiling as it is approved, so that it does not contradict Article 75 of the constitution and the Guardian Council does not object to it,” Hosseini said.

Finally, after a two-hour closed-door session, the deputies in the “open” session of the Islamic Consultative Assembly agreed to refer the teacher ranking bill back to the Education and Reform Commission. Qalibaf also asked the Education Commission to amend the bill and send it to the parliament within 10 days.

Perhaps the main demand of the country’s teachers is to approve the bill and to regulate the ranking system of educators, but what is noteworthy during the review of the generalities and details of this bill is the insistence of the deputies on proposals for which no calculation and administrative and financial support is provided.
